i think something is wrong with the  question! please check it!  there are infinite right triangles  with height of 21 cm.

each side of a triangle can be seen  as as the base, correspondingly  a right triangle can have  three   different heights.

when only the height is given as   21 cm, the base can be any real value  from 0 to ∞. the area can also be  any positive real value. no maximum  exists.
