$$(3+\frac{8}{19})-(1+\frac{6}{19})=2x$$$$(3-1+\frac{8}{19}-\frac{6}{19})=2x$$$$(2+\frac{2}{19})=2x$$$$x=1+\frac{1}{19}=1\frac{1}{19}$$
